This port project is absolutely wrong, As a citizen of india and born and broughtup in pondicherry I CAN NEVER ACCEPT IT.
If port is developed at of ponidicherry city coastal, The following damages will take place.
1; The entire city will be Polluted and covered by the dust
from cargo handling,so beauty of city will completely
disappeard.
2; The entire health control system will be something els
no way health can be controlled anymore.
3; The city population will be increased in big volume due
to outsiders engagement in port operation because it is
a new business to pondicherry.
4; due to paragraph 3, cost of living will be un
controllable.
5; There is no roads available to admit long and hevy
vehicles to carry the cargo.
6; If the port is going to have depth of berthing area up
to 18 meters, the entire sea water will seep into fresh
watter layers and damage the fountations of the existing
tall buildings also soils will be slackened and loose
the tolerance against earthquake. So the city is gone.
7; Due to paragraph 6 the city will start having water
scarce which will be a big problem in future.
8; The village called vembakeerapalayam will be vanished
due to port activities.
9; There will be no more freedrive in the city and it is
going to be a big problem for the citizen and police.
10; The prostitution business is now somehow under control,
If port comes definitely it will uncontrollable.
If government needs i have a suggestion to look at it down below,

Sub: Public suggestion on development of tourism and fishing harbor
coupled with promotion of deep sea fishing operation.
We fishermen to make suggestions for the proper usage of the existing harbor located at thengathittu village. The marine fisheries and tourism development suppose to fetch lots of income in local currency and foreign exchange towards the puducherry government. But the entire income generated by marine sector of puducherry coastal is indirectly paying to tamilnadu government, because all the sea food landings produced in Puducherry territorial water supposed to be enjoyed by our government and people. But puducherry government has no income plan from marine resources at all.
Most of the developed and developing nations in the world are concentrating more on marine sector to meet out the sea food requirements to self sufficient / Export to other countries and to have balanced cash flow to the growing population.
Due to rapid mechanization and modernism, the resources of the territorial waters had been over exploited and for the same reason the government of India suggesting not to add any further mechanized fishing fleet of existing type that are operating in limited range of the coastal / territorial waters. The reason is these smaller vessels are killing most of baby fishes and become a big obstruction for sea living generations growth.
But it is necessary to develop a wide range of national and international waters fishing methods like deep sea trawling operation, tuna fishing, shark fishing, purseeners, long lining, mid water trawling etc. to achieve huge quantity of sea food landing to meet the public requirement and to create more job opportunities for unemployment. At the same time, quantum of sea food product can be processed in our land and to be exported to other countries to fetch considerable amount of foreign exchange in credit of Puducherry government. But what really happening is the vessels from other countries like Singapore, Taiwan, Indonesia and Burma are coming to our border and catching the fishes and take away. The entire landing of quality fishes, shrimps and prawns are processed in Chennai processing plants and being exported on Tamilnadu’s statistics account.

Fishing development
The existing harbor located at off Thengathittu village can never be converted for shipping operation. The reason is, it is a shallow water bed, silting of mud is very high, a sand pump can never solve this problem unless sand carry able dredger is used. If depth is made more than
4 meters, the salt water penetration will be very high in to living land or cultivation lands.
For the dredger to come in and go out the existing tunnel is big problem which must be removed by means of making sand bags wall manually by the side of the tunnel and break it by jack hammers and remove the waste by pock lines and lorries. Now the channel will be free access for the vessels to move around. This is the major problem of existing fishing boats and lighterage vessels operators
The existing sea wall is made to protect the break water operation of fishing boats and lighterage vessels, but the way it is made, is not solving the problem. Rather the entire violence of the sea dominates the harbor and damages the properties.
The sea wall has to be corrected by extending the wall to 500 meters more, so the break water can be protected from the sea waves and roughness of the sea, otherwise there will be a lot of damages to the passing vessels and main channel will start collecting wrecks, which will be more expensive to remove them in future.
Due to all these changes the total landing of seafood will be increased considerably and many jobless will be engaged automatically.
Government and bankers can encourage people who can produce and preserve sea food under HACCP and FD control for export and the local consumption, to fetch foreign exchange through export.
The existing fishing terminal can also be arranged in such a way that the entire fishing boat operators along puducherry coastal can be attracted to operate the boats safely inside the harbor. At the same time, lots of self employment will take place, if the entire fish landing delivers at one point.
The channels of the harbor must be channeled by appropriate signal points for night and day clockwise operation.
We strongly believe that if such modifications are going to take place as explained in the footnote of the drawing, there is every possibility to develop the deep sea modern fishing methods along with lots of attractable tourism development. This proposal will definitely increase the income of the state. The beauty of puducherry city and culture of the people will be secured.

The jetty is already built towards uppalam ground for lighterage operation, which became useless, this can be converted into fishing trawlers operation base. At the same time, part of it can be used for cruise operation by tourism development and private cruise operators. There are lots of income sources in this business.
The uppalam ground itself a beautiful place for any investor to provide a huge amusement park or government can build the infrastructure and give it to a contractor to maintain the park and present the show for the public on lease basis.
The existing slipway should be privatized and fetch income for the government.
To succeed in making all this development and commercialize them perfectly in the next fifth year plan, government needs to provide a 30 feet by-pass road starting from thengathittu signal point connecting to uppalam road adjoin to port entrance, so that the public access will be easier to the operation area for the both tourism and sea food development.
On the land that exists in between main channel and light house can be used for the port control offices, fisheries, naval force, port maintenance control and custom houses.
On the land that exists in between main channel and veerampattinam can be built as a beautiful beach resort with a construction of new jetty water front. For the city people to access to the beach, private ferries can be operated with life securities for the public, because there is no place near to Puducherry as such beautiful sand field attached to sea shore.

SUGGESTIONS TO CORRECT THE ERRORS AND FAULTS ON THE EXISTING INFRASTRUCTURE AND IT CAN BE BROUGHT TO USE.
For the renovation of existing infrastructure please follow the drawing attached

The renovation work to be carried out as shown in the corrected drawing, also attached with object numbers as follows.
1. Sea wall
As shown in the drawing sea wall to be extended by filling more granite rocks or
concrete star blocks to 500 meters more to protect the brake water.
2. Tunnel
The existing tunnel to be removed by manual system like how they built it with sand bag
protection, use jack hammers to break the concrete and the waste to be removed by
pockline machines and tipper lorries.
3. Ferry jetty
A new ferry jetty to be built for the public access to the beach that sea shore attached
sand field.
4. Fishing terminal / Processing hall
The existing fishing terminal looks like incomplete infrastructure. Enough facilities like
private service centers, adequate spare parts stores by the federation, construct a
exclusive slip way dry dock for smaller mechanized boats, ice making plants, cold
storage, and a processing hall should be provided to attract fishing boat operators, so
that the entire fishing operators will operate their own fishing boats at the fishing
terminal. So the government can achieve in making more employment opportunity for
the poverty and easy to account the qty of catches by bringing the entire landings to one
point. It is better to have a police post to avoid clashes.
5. Whare house & Quayside
The existing whare house and wharf is being kept as use less property. As we need an
operational base for the operations of modern fishing and tourism development, the
existing cargo wharf has to be re arranged by doing some miner corrections and
renovation on the same construction and bring it to use comfortably for the both
modern fishing vessels, tour cruise and other type of tourism as well.

6. Slipway
The existing slip way can be leased out to a private party. So it can fetch regular income
and well maintained.
7. Uppalam ground
The Uppalam ground is kept idle, which can be converted as amusement park to attract
tourist and floating population.
8. Light house
The area from light house to harbor entrance is being neglected as waste land, this area
can be developed with beautiful buildings for the offices like “PORT OFFICE,
FISHERIES, CUSTOMS AND PORT MAINTANENCE DIVISION.
9. Shore protection
Shore protection is a must that should be strengthened more.
10. Signal light points.
Signal lights are unavoidable devices for a operational channels any where in the world.
So it is must to provide signal lights as shown in the drawing for night and day
operation to avoid damages for the moving vessels and lives.
11. Bypass road
The existing by pass road from marapalam signal point to uppalam road verry close to
port entrance, to be extended up to 30 feet wide. There are two benefits in this (1) The
traffic at muthaliarpet junction will be shared. (2) It will be proper access road for the
operational area.

12. Sheet pile
The white lines shown by the shore side of river to be piled with sheet piles. So that the
sand will not silting towards river, the dredged depth will be maintained.

The existing school ( ACHARYA )
14. Beach
The existing beach after the entrance should be well organized like shown in the
picture. Number of cruise / ferry can be operated for the public.
15. Access road
The existing road coming from veerampattinam should be widened for another access
for the public from ariankuppam.

I request govt of puducherry not to build harbour or port within the puducherry town limit. Though requirement of port is a must, it should be build somewhere else like chunnambar and the trunk road should be connected outside puducherry limit. So Mr.Chandrane idea is very clear and the govt should review and prob stop the existing project.
